I just attempted to tank as a low level bear, level 16 and there is virtually no aoe. I have to tab target everything which is fine but if the healer has to heal me then the healer has aggro because obviously tab targeting costs a lot of rage. Is there any advice or at least some sort of plan for Blizzard to fix this?

and yes, blizzard have vague plans that "they'd like to fix it someday".
